HIDDEN RACISM IN THE REGION OF PEEL

Literature Review and Demographic Analysis on Microaggression experienced by Black Youths
The Black population in the Region of Peel represents the second largest visible minority in the Region of Peel. It has steadily increased from 116,265 in 2011 to 137,295 in 2021, with a positive population growth of 18% over the last ten years. Migration is the main driving force behind the population increase in the Region of Peel, where Black families face new challenges in addressing their social, economic, educational, and healthcare needs.
The Peel Institute of Research and Training (PIRT), the research arm of Family Services of Peel (FSP), with the support of the Digital Citizen Contribution Program (DCCP) of the Department of Canadian Heritage, has conducted a literature review and demographic analysis. Online misinformation and disinformation were examined to determine how social media influence people’s perceptions of Black youth within the Region of Peel.
The literature review produced significant findings about the experiences of Black youth within the Region of Peel. Stereotypes of Black people portrayed in mainstream media have been perpetuated due to misinformation and disinformation on social media. These stereotypes contribute to racial microaggressions. Real-life consequences have been felt, within the education system and in daily life, in public and social spheres, in the workplace, in housing, in healthcare, in financial institutions, as well as with the police.
A demographic analysis was also conducted, examining the demographics of the Region of Peel. This analysis has determined where the highest concentrations of the Black population live in relation to the availability of Black-focused services. It also explored some of the critical life areas mentioned above, such as education, housing, and policing, to determine the Black population’s experiences in the Region of Peel and how they differ.

Job Description
To assess needs, and develop and implement personal Individual Support Plans for adults who have a developmental disability (developmental disability as defined by the Government of Ontario’s Select Committee on Developmental Services) to enhance their ability to continue to live independently in their community. The objective is to support individuals and, if permission is given from the individual, their families or caregivers in continuing independent living and integration into the community.
Job Responsibilities
- Provide individualized supports to adults with developmental disabilities (developmental disabilities as defined by the Government of Ontario’s Select Committee on Developmental Services) who are living independently in the community
- Provide educational and learning assistance in order that individuals are able to live independently and without endangering themselves and others
- Facilitate and coordinate the necessary supports individuals may require and/or seek which they identify for themselves
- Support individuals in developing friendships within the community and affiliations which decrease their sense of isolation
- Help mediate, facilitate and inform individuals to make choices for themselves and promote self determination
- Provide a range of instrumental and counselling (practical and supportive) services to individuals
- Provide crisis support and immediate intervention supports
- Work with individuals who have complex and challenging needs
- Work with other community agencies and community personnel
- Maintain current, accurate and detailed files and written support plans, which meet agency and funder requirements
- Correspond in a manner which is clear, concise, factual and accurate
- Follow all regulated policy and procedure as outlined by Agency, funders and appropriate governing legislation
- Receive, assess and support all eligible persons
- Participate and represent the Agency in community activities as they may relate to Developmental Services
- Comply with the criteria for Serious Occurrence Reporting

Key Qualifications
- Bachelors level degree in Social Work/Psychology/Social Development combined with a minimum of 3-years paid work experience working with adults who are developmentally disabled individuals (developmental disabilities as defined by the Government of Ontario’s Select Committee on Developmental Services)
- Demonstrated experience in working with people with a dual diagnosis (complex mental health needs and developmental disability)
- Current 1st Aid and CPR certification
- As there may be a remote component to this job, the ability to work from home, consisting of a safe and private home office setting and the necessary technical equipment and high-speed Internet access for remote work
- Familiarity with virtual work platforms
- Ability to mediate conflict
- Valid Ontario driver’s license, appropriate insurance and daily access to a reliable vehicle.
- Superior written and verbal command of the English language
- Computer proficiency in MS Word, Excel and data bases
- Demonstrated efforts to continuously update skills

Family Services of Peel currently has a vacancy for a full-time (35-hours/week) Manager of Counselling Programs.
The Counselling Programs at Family Services of Peel provide high quality, accessible, and responsive therapeutic services that support the diverse needs of individuals, couples, and families across the Peel community. Rooted in principles of equity, inclusion, and trauma informed practice, the department supports clients in navigating life challenges, strengthen healthy relationships and enhance overall emotional wellbeing.
A key component of the department is the Partner Assault Response (PAR) Program, which provides specialized intervention services for individuals involved in the domestic violence court process. The PAR Program promotes accountability, non violent behaviour, and education on healthy relationships while working closely with victims’ services and justice sector partners. This program is essential to our commitment to community safety and to supporting individuals affected by intimate partner violence.
Reporting to the Director, Service Innovation and Digital Strategy, the Manager of Counselling Programs will play a strategic and operational leadership role in overseeing all counselling initiatives, including the PAR Program and other specialized therapeutic services. You will ensure that programs remain client‑centered, compliant with professional, funder and provincial standards, and responsive to evolving community needs.
A key focus of this role is community engagement and partnership development. You will work proactively to strengthen connections with community organizations, justice partners, and regional networks. Through outreach, relationship‑building, and collaborative service planning, you will help expand program accessibility, enhance service coordination, and increase Family Services of Peel’s visibility as a leader in counselling and domestic violence intervention services.
Working closely with Senior Leadership, you will also support the integration of counselling and wellness approaches across the organization and contribute to program design, evaluation, and innovation. As a member of the Management Team, you will guide clinical quality assurance, staff supervision, and continuous program improvement, advancing Family Services of Peel’s mission to transform lives.
Job Responsibilities
- Strategic Leadership and Team Management
– Provide leadership to a growing portfolio of counselling programs, including clinical and non clinical staff
– Provide clinical supervision, coaching, and performance management; set goals, conduct appraisals, and facilitate professional development
– Assign staff to programs and projects; monitor workload, outcomes, and service quality
– Lead department meetings and cultivate a safe, supportive, and inclusive work environment grounded in person centred, trauma informed, anti oppressive and anti racism practice
– Maintain strict confidentiality in accordance with agency policies
- Program Design, Delivery and Continuous Quality Improvement
– Manage end to end program delivery across multiple counselling services, ensuring client centred care, service excellence, and privacy/regulatory compliance
– Design and refine counselling groups, courses, projects, and related program activities; optimize case flow, triage, and assignment processes
– Establish and monitor standards for quality, productivity, effectiveness, and client satisfaction; implement continuous improvement initiatives
– Stay current with sector policies, research, and benchmark clinical practices; advise the Director on program changes and innovations
– Create integrated processes that coordinate service delivery across agency programs and, where appropriate, with external partners
– Support the development and enhancement of innovative counselling and PAR programs by identifying emerging client needs, designing program models, and preparing high-quality funding proposals, grant applications and supporting documentation where appropriate
- Partner Assault Response (PAR) Program Leadership
– Oversee the PAR Program’s operations, standards, reporting, and quality assurance
– Liaise with justice sector partners, victim services, and community safety stakeholders; ensure program accountability and alignment with provincial requirements
- Community Engagement and Partnership Development
– Advance the agency’s mission through proactive community engagement, outreach, and knowledge mobilization
– Develop and maintain strategic partnerships to enhance access, coordination, and impact of counselling and PAR services
– Coordinate smooth referral pathways and client service planning, with community organizations
– Represent the agency (or support designated staff) on board/community committees, regional and national tables, and liaise with program managers within the Family Services network - Case Management Oversight and Clinical Governance
– Consult with clinicians and staff on eligibility, needs, and individualized service planning; provide guidance in complex cases
– Monitor case management practices; ensure appropriate follow up and adherence to safety protocols
– Audit files, schedules, and documentation to ensure readiness for funder and internal review and to meet compliance standards. - Planning, Reporting, Budgeting and Administration
– Prepare annual service plans, proposals, and related funding submissions; contribute to business plans and strategic reports

Key Qualifications & Requirements
- • Minimum of 3 years’ experience providing clinical supervision in both individual and group settings with practical knowledge of treatment modalities and relevant legislation
• Master’s degree in social work, counselling psychology or related field is required
• Membership in good standing and with no restrictions within a related regulatory association, such as: Ontario College of Social Workers, College of Psychologists of Ontario or College of Registered Psychotherapists
• Advanced clinical skills and familiarity with a broad range of therapeutic approaches to clinical practice

Student Placements
Family Services of Peel has placement arrangements with various colleges and universities in Ontario. If you are interested in a student placement with us, please connect with the Placement Coordinator/Department at your college/university.

My experience at Family Services of Peel as a Summer Student began in 2014. Not only did I grow as an individual from the experience, it also helped guide my decision as to a career direction. Two years later, I graduated from the SSW Program at Sheridan College. After completing the Summer Job at FSP, I was offered employment at FSP as a part-time evening receptionist, and have been working now for 3 years as I pursue my education.
Family Services of Peel provided an incredible hands on and theoretical experience during my internship. I was able to work directly with the public in a variety of settings including individual, family, couples, and group counselling. I feel that this experience has not only given me the tools necessary to complete my education, but it has given me a solid foundation of how I will base my own theoretical perspective as a counsellor in the future.
